Best Coding Language for a Simple Document Sharing Site [on hold]

First, I am looking to create a site where the basic function will be to
allow the exchange of documents. So, say for example, if it is a resume or
essay-sharing site. I want to allow people to upload their documents.
However, much like Glass Door, I intend to require that before anyone
signs on, he/she must upload at least one document that my team will
screen to ensure it meets certain basic guidelines. Others who do not
provide documents will have to pay a small fee. Also, there will be
another "tranche" that requires a certain 'x' number of uploads for a
person to have unlimited yearly access to the site. Those who do not meet
this threshold will only be able to access a limited number of documents.
This staggered user experience is the most complicated function I envision
for this particular site, other than, of course, the search functions
necessary for traversing the site for a particular document). To that end,
my questions are the following:
Is this something that I could teach myself to do by using some web
creator function and open-source code-sharing resources even if I have
need codes before? How long would it likely take me if I, say, could put
in 5 hrs a day? Am I incorrectly assuming that this is a more basic job
(e.g., compared to, say, Facebook or Etsy)?
In your opinion, is there a particular software language that is most
ideal for this type of website (PHP, Python, Ruby, etc.)?
Alternatively, in your opinion, which coding language is the most basic
(i.e., easiest to learn) I could have a coder use (even if it is not the
"best") for the above-described document sharing service?
